If not, only "Planters" can do it. Might want to specialize one to get it built faster, as well. If you have a lot of things to haul, that might otherwise take priority anyway. Each farm plot if a 5x5 room with a floodgate at the back that can be opened to let the water in. When the water comes in, it leaves mud, so basically the process is you open the flood gates and water/mud flows in.
